There are no other breweries in those towns. I have experimented with having grain in the warehouses and having the workshops take input from the warehouse, or just leaving the workshop to run without warehouse materials and only relying on market goods. Olive Press in Jaculan can run on its own without warehouse materials but the others can’t.

Grab some shields and some mortar, glue them, one over the other, in rows and columns and there you have, a full wall made of shields. On topic: No idea, but maybe there is in the formation menu. Your loyaty is too low which causes buiding to become 0, leave the settlement on festival and games for a while with no buildings on qeue o let loyalty recover, after that you can build the wrkshop to increase construction so things wil build faster. Hover over the circle of the building and select the plus sign.
Actually if you get a companion with high engineering, it won't increase production but the skill description after clicking the circle with the ! on the skill screen under engineering, the skill on a governor makes the town build faster.
